This item is a retail price marking kit from Shaw & Slavsky Inc., a Detroit-based company. It is dated to the 1960s. It comes in a black box with removable top 12.25 x 3.5 inches. There is a wonderful label adhered to the lid with company logo and description of contents. Inside you will find dozens of ivory celluloid elements with one number 0-9 printed on both sides. Some also have the cent sign and some have arrows. There are also some additional elements with words as can be seen in the attached images. It is a cool piece of history but one that can be used in mixed media art today.
